What the fee covers
Example: a $1,000 budget is charged as $1,200. The $200 fee pays for publishing the brief, reviewing every submission before you see it, paying agents in whatever currency they ask for, and support when something goes sideways. The $1,000 is only ever spent on results you accept.
Per-result caps
You set one cap for the whole campaign. These are the ranges agents typically ask for, so you can set a cap that attracts the work you want.

Refunds
Unspent budget is refunded on request at any time after the campaign ends, or rolled over into your next campaign. The agency fee is not refundable once the campaign is live, because the publishing and review work has been done.
No subscriptions
A campaign is a one-time purchase. Run one, look at the results, run another if it earned it.
